User Dashboards

Solicitation Manager

The following User Dashboards are the default landing page for the Solicitation Manager role. Users can access different notices and proposals available for reviewing, editing, or viewing. There are four notice tables users can use to access SOL documents. Notices and Proposals can be viewed on the dashboard by clicking the Notice ID number hyperlink. The SOL documents displays to the user.

User Dashboards

  • Open Notices - Displays all notices with future or no response dates where the user is listed as a Primary or Secondary Solicitation Manager.
  • Incomplete Notices - Displays all notices that have been saved for future editing where the user is listed as a Primary or Secondary Solicitation Manager. Saved notices are not posted to PIEE.
  • Closed Notices - Displays all notices with past response dates where the user is listed as a Primary or Secondary Solicitation Manager. Click the (+) icon to expand an entry to view the Offeror, Submitted Date, and Proposal Manager for any on-time offers submitted for a notice.
  • Unsolicited Proposals - Displays all submitted unsolicited proposals within the group of the Solicitation Manager's DoDAAC.

Proposal Manager

The following User Dashboards are the default landing page for the Proposal Manager role. Users can access different notices of interests, offers, and unsolicited proposals available for reviewing, editing, or viewing. There are five tables users can use to access SOL documents. Notices, offers, and proposals can be viewed on the dashboard by clicking the Notice ID hyperlink. The SOL documents displays to the user.

User Dashboards

  • Flagged Notices - Displays all notices in which the Proposal Manager has indicated interest.
  • Saved Offers - Displays all notices against which the Proposal manager has saved an offer.
  • Submitted Offers - Displays all notices against which the Proposal Manager has submitted an offer.
  • Saved Unsolicited Proposals - Displays all unsolicited proposals which the Proposal Manager has saved prior to submission.
  • Submitted Unsolicited Proposals - Displays all unsolicited proposals for the offeror CAGE.

NOTE: Click the arrows next to the headers to sort in ascending/descending order.

NOTE: Saved notices can be filtered by entering data or using the drop-down menu of the corresponding header. The user is also able to control the number of entries displayed on the table by selecting an option on the Show # entries drop-down menu or by entering a number in the Saved within # days or Closed within # days field.


Search

All registered PIEE users may use the Notice Search Criteria in the Solicitations application.

Notice Search Process

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  2. Open the Solicitations Module by clicking the 'Solicitation' icon.
  3. Select Search under the Solicitation navigation section.
  4. Enter the search criteria and click the Search button.
  5. Locate the notice in the search results and click the Notice ID hyperlink to open the existing Notice.

Search Criteria

The Solicitation Search page is used to search for notices in the Solicitation Module database.

Search Criteria:

  • Notice ID
  • Notice Type (options: Special Notice / Solicitation / Combined Synopsis/Solicitation / Presolicitation / Sources Sought / Award Notice / Consolidate/(Substantially) Bundle / Justification and Approval)
  • Open Date (subfields: Start / End; format YYYY/MM/DD)
  • Response Due Date (subfields: Start / End; format YYYY/MM/DD)
  • Subject (parameters: Starts With / Equal to / Contains / Ends With)
  • Description (parameters: Starts With / Equal to / Contains / Ends With)
  • Product or Service Code (must be valid codes)
  • NAICS (must be valid codes)
  • Set Aside Code (see options below)
  • Place of Performance Zip Code
  • Contracting Office DoDAAC
  • Status (options: Open / Closed / Incomplete / No Response Due Date)

NOTE: The following roles cannot view notices with an Incomplete status: Proposal Manager, Proposal View Only, Public, and Government Users with Non-Solicitation Role

Viewing An Existing Notice

All fields from the selected notice are displayed with pre-populated information that cannot be edited.

All Non-Restricted notices offer a Public Posting Link for sharing and public viewing of the selected notice by clicking the Copy To Clipboard button. If the selected notice has been updated, the Public Posting Link directs the user to the most recent version.

If the existing notice has attached files or URLs for which the user has access, the user can download and view those attachments by selecting the hyperlink under the File/URL header in the Attachment section.


Update / Notice History

An Update / Notice History section is displayed at the bottom of the page documenting the number of updates of the selected notice. Updates are listed on the table in order of most recent Posted Date.

Click the Update / Notice ID hyperlink to view the updated notice.

Related Notice History

A History section is displayed at the bottom of the page listing the history and updates of the base notice and all previously created related notices in order of most recent Posted Date.

Click the respective Notice ID or Update Number hyperlink to view the related notice or update.
