Purpose

The Purpose Code Management (PCM) Module provides three main functionalities:

• Contractor DoDAAC Request – Registered and non-Registered PIEE users
• DoDAAC Purpose Codes
• Contract Administration Services Directory (CASD)

Contractor DoDAAC Request

The PCM module also enables both registered and non-registered PIEE users to create Contractor DoDAAC requests. The requests may be for Requisition or Non-Requisition based Contractor DoDAAC requests.

For Requisition DoDAACs:

• Authority code “00” is selected.
• Upon entry of contract number, a call is made to EDA to validate the contract number and check for relevant clauses (FAR 52.251-1 and DFARS 252.251-7000).
• Call to the GFP Attachment module to check for the existence of a requisitioning GFP Attachment.
• Requests are routed to the appropriate contracting office for approval, with contract and attachment information.

For Non-Requisition (e.g. Ship To) DoDAACs:

• Authority code other than “00” is selected.
• Upon entry of vendor CAGE, call to EDA to bring back list of all open contracts (by CAGE).
• Requesters select the most relevant contract and the requests are routed to the appropriate contracting office for approval.

The final step sends the approved requests to the Central Service Point (CSP) POC via email containing the request as an attachment in XML format.

DoDAAC Purpose Codes

DoDAAC Purpose Codes enable initiation of requests for changes to DoDAAC flag statuses by any registered PIEE user. Included are the following flags:

• Procurement (managed by DPC/Procurement Community)
• Grants (managed by DPC/Grants Community)
• Contractor (managed by DPC/Contracting Community)
• Contract Administration (managed by DCMA)
• Payment Office (managed by DFAS/OSD(C))

The following roles were added for the Purpose Code Management module:

• Payment Office Purpose Code Manager
• Procurement & Grant Purpose Code Manager
• Contract Admin Purpose Code Manager
• Contractor Admin Purpose Code Manager

Registration for the new roles are by group at the Service/Agency Level (Level 2). Each Purpose Code Manager is responsible for approving or rejecting flag status update requests for their entire Service/Agency. They manage the new DoDAAC database table for DoDAACs associated with their respective flags. There is an established outbound XML message being sent to the agency’s CSP for approved requests to update the flag in the DoDAAD.

Contract Administration Services Directory (CASD)

The Purpose Code Management (PCM) is to provide a search for the Contract Administration Office (CAO) DoDAACs and their corresponding Pay Office (PAY) DoDAACs to fulfill the regulation requirements of FAR 42.203. The users can search by Zip Code, CAGE Code, or country. The DoDAAC list is managed by the DCMA Contract Administration Office Manager for ongoing maintenance. The module also allows external systems to query the DoDAAC list based on Zip Code or CAGE Code.
