CAS Record Dashboard

The Dashboard is the default landing page for AT-AT users. The AT-AT Dashboard gives users access to their saved work. Users can access different records available for reviewing, editing, or viewing. The CAS Record Dashboard displays records assigned to the AT-AT - Contracting Officers.

Open CAS Records on the Dashboard by clicking the CAS Record ID hyperlink. The CAS Record will be read-only by default; click the Edit button to make changes.

Pipeline Position List

  • Assigned – Achieved when an audit report is received and assigned to a Cognizant Contracting Officer.
  • Planned – Achieved when the “Target Resolution Date” and “Target Disposition Date” data fields are automatically populated, or manually populated.
  • Resolved – Resolution is achieved when:
    • For Final Indirect Cost Rate actions: Management concurred with PNOM or MFR (if no negotiations necessary).
    • For Business System actions: Management concurred with MFR and Initial Determination Letter sent to contractor.
    • For CAS Noncompliance actions: Either management concurred with MFR and Notice of Potential Non-Compliance Letter sent to contractor or Notice of Disagreement with Non-Compliance Letter sent to DCAA.
    • CAS Cost Impact actions: Management concurred with PNOM or MFR (if no negotiations necessary).
    • For all other report types, refer to the applicable DCMA Manual for details.
  • Dispositioned – Disposition is achieved when:
    • For Final Incurred Cost Rate actions: Management concurred with PNM or MFR, signed Final Indirect Rate Agreement, and Contracting Officer's Final Decision (COFD) and/or Demand Letter (if applicable) sent to contractor.
    • For Business System actions: Management concurred with MFR and Final Determination Letter sent to Contractor.
    • For CAS Noncompliance actions: Management concurred with MFR and Final Determination of CAS Noncompliance Letter (COFD) sent to contractor.
    • CAS Cost Impact actions: Management concurred with PNM or MDR and COFD and Demand Letter (if applicable). For all other report types, refer to the applicable DCMA Manual for details.
  • Deferred – An action is deferred when the contractor of the audit is the subject of litigation or investigation for the years the audit covers. Refer to CAFU manual for details.
  • Forwarded – Achieved when the applicable disposition documentation is forwarded by email to the DCAA auditor and any impacted Contracting Officers.
  • Archived – Achieved after the record has been “Dispositioned” for two (2) years.

Record Deadline Tracking and Notification System

The AT-AT (Audit Tracking and Action Tool) application automatically tracks several key deadlines for assigned records to ensure timely processing of audit reports. This automated system calculates deadlines, monitors progress, and sends email notifications to assigned users and their supervisors when action is needed.

Key Concepts and Terminology

Target Resolution Date: The deadline by which the assigned user should resolve issues identified in the audit report. This date is automatically calculated based on the Report Code.

Target Disposition Date: The deadline by which final disposition of the report should be completed. This date is automatically calculated based on the Report Code.

Revised Target Resolution Date / Revised Target Disposition Date: User-entered dates that override the original calculated deadlines. When entered, the system stops tracking the original deadline and begins tracking the revised deadline.

Actual Resolution Date: The date entered by the user when resolution actions are completed. Entering this date stops all Target Resolution Date notifications.

Actual Disposition Date: The date entered by the user when disposition actions are completed. Entering this date stops all Target Disposition Date notifications.

SOL (Statute of Limitations) Date: A tracked deadline that automatically calculates 6 years from the "Estimated Accrual/Notice Date" field.

Report Date: The date the audit report was issued (used for some Report Codes to calculate deadlines).

Date Report Received: The date the audit report was received (used for some Report Codes to calculate deadlines).

Deferred Status: A record status that pauses all deadline email notifications until the status is changed.

GMT (Greenwich Mean Time): All deadline calculations and notifications operate on Greenwich Mean Time, regardless of the user's local time zone.


Understanding Report Codes and Deadline Calculations

The AT-AT system calculates two primary deadlines for each record based on its Report Code. These deadlines are automatically generated when the record is created. To better understand how these deadlines are calculated, refer to the Deadline Calculation Reference Table below. The table provides detailed information on the Target Resolution Date and Target Disposition Date for each Report Type and Report Code

Tracked Deadlines in AT-AT

The AT-AT system actively monitors and sends notifications for the following deadlines:

  1. Target Resolution Date (or Revised Target Resolution Date if entered)
  2. Target Disposition Date (or Revised Target Disposition Date if entered)
  3. SOL (Statute of Limitations) Date (automatically calculated as 6 years from the Estimated Accrual/Notice Date)

Important: All tracked deadlines operate on GMT (Greenwich Mean Time).


Step-by-Step Guide: How the Notification System Works


Part 1: Upcoming Deadline Notifications

The system proactively notifies users before deadlines are reached to allow time for completion.

Step 1: System Identifies the Starting Date

The system determines which date field to use based on the Report Code (see table above):

  • Report Codes C, D, F, G, I, or J use the Report Date
  • Report Codes B, E, H, or K use the Date Report Received

Step 2: System Calculates Total Days Until Deadline

The system counts the total number of calendar days between the starting date and the deadline (Target Resolution Date, Target Disposition Date, or SOL Date).

Step 3: System Monitors Progress to 75% Elapsed Time

The system continuously monitors each record. When 75% of the time between the starting date and deadline has elapsed (meaning 25% of time remains), the notification process begins. (see example of email calculation below)

Step 4: Initial Upcoming Deadline Email Sent

When the 75% threshold is reached, the system sends the first email notification to the assigned user.

The email includes:

  • Deadline type (Target Resolution Date, Target Disposition Date, or SOL Date)
  • Number of calendar days remaining until the deadline
  • Report Number (or Memo Number)
  • Contracting Officer Name
  • Contractor Name
  • Report Code
  • Instructions to access the AT-AT application
  • Note that the email service cannot receive replies

Step 5: Weekly Reminder Emails Continue

After the initial notification, the system sends reminder emails every 7 calendar days until:

  • The deadline is reached
  • The appropriate Actual Date is entered (Actual Resolution Date or Actual Disposition Date)
  • The record is placed in Deferred status

Step 6: Supervisor Added to Notifications at 30 Days Remaining

When 30 days or less remain until the deadline, the system adds the user's Primary Supervisor (as designated in the user's PIEE profile) to the email notifications as a CC recipient.

From this point forward, both the assigned user and their supervisor receive all subsequent emails.


Part 2: Missed Deadline Notifications

If a deadline passes without the required action being completed, the notification process escalates.

Step 1: Deadline Date Passes

When a tracked deadline date is reached and the corresponding Actual Date field is still empty, the system identifies this as a missed deadline.

Step 2: Missed Deadline Email Sent Immediately

On the first day after the missed deadline, the system sends a "Due Date Missed" email to:

  • The assigned user
  • The user's Primary Supervisor (CC)

The email includes:

  • Statement: "Action for [field name] was missed [number] calendar days ago for Report Number [Report Number] (or Memo Number [Memo Number])."
  • Contracting Officer Name
  • Contractor Name
  • Report Code
  • Instructions to access the AT-AT application to update the record
  • Note that the email service cannot receive replies

Step 3: Monthly Reminder Emails Continue

The system continues sending the missed deadline email every 30 calendar days from the original deadline date until:

  • The appropriate Actual Date is entered (Actual Resolution Date or Actual Disposition Date), OR
  • The record is placed in Deferred status

All registered AT-AT users can use the Search Record in the Audit Tracking and Action Tool (AT-AT) application.

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  2. Open the Audit Tracking and Action Tool (AT-AT) by clicking the 'AT-AT' icon.
  3. Select Search CAS Record under the AT-AT navigation section or use the record tables on the Dashboard.
  4. Find the CAS Record and click the CAS Record ID hyperlink to open the record.
  5. Enter CAS Record search criteria.

Download Search Results

AT-AT has a Download Search Results feature that saves the Search Results to an Excel file to use off the web; all AT-AT users use this feature. The downloaded Search Results displays all current information from the Search Results table including, all information returned as part of the table from the Search Results.

AT-AT Download Search Results Process

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/).
  2. Open the Audit Tracking and Action Tool (AT-AT) by clicking the ‘AT-AT’ icon.
  3. Select Search under the AT-AT navigation section.
  4. Enter Search Criteria and click the Search button.
  5. After Search Results are displayed, click the Download button.
  6. An excel file downloads to the local machine and contains the same information returned in the Search Results table.

Transfer Record

AT-AT Users with access to Transfer Record:

  • AT-AT Regions/HQ Monitor:
    • Level 2 can transfer within their Group and below
    • Level 3 can transfer within their Regions and below
  • AT-AT Contracting Officer: can transfer within their CAGE Code
  • AT-AT Monitor: can transfer within their Location Code

Only users assigned to the record may transfer it to another user.

NOTE: AT-AT Regions/HQ Monitor can transfer the record without being assigned as long as it is within their DoDAAC; the transferred record may also be self-assigned.

Transfer records to another user to prevent the record from being lost or delinquent due to inactivity to comply with DoDI 7640.02 and DCMA Manual 2201-04. Ensuring the process for contract audit and action follow-up is completed on time.

Transfer Record:

  1. Log in to Procurement Integrated Enterprise Environment (PIEE) Application (https://piee.eb.mil/)
  2. Open the Audit Tracking and Action Tool (AT-AT) by clicking the 'AT-AT' icon
  3. Within the AT-AT dashboard in the 'My Work' section or within the Search Results page, locate the record to transfer
  4. Click the Record ID number to open the record in view-only
  5. Click the Transfer Record button at the bottom of the page to populate a 'Lookup and Select a User to Transfer Record' text box
  6. A list of Monitors and Contracting Officers based off the user's registered role appears.
  7. In the text box, enter a valid name or phone number for the designated transferee if their name is not already visible.
  8. Select the appropriate user from the dropdown
    1. An optional 'Transfer Comments' window displays.
  9. Once the designated person is selected, click the Transfer button
  10. A success page displays

Print Record

Roles that may print records:

  • AT-AT Contracting Officer
  • AT-AT Monitor
  • AT-AT Region/HQ Monitor

Certain users may print records within the AT-AT System. There is a “Print Record” button on record pages, which allows users to print records. Upon clicking the button, the system will display a confirmation pop-up.


Delete a Record

Roles that may delete records:

  • AT-AT - Monitor - Level 2 or level 3

Monitors may delete records from the AT-AT system. There is a "Delete Record" button on the record pages. Upon clicking the button, the system will display a delete confirmation popup. Click the "Confirm" button on the popup to permanently delete the record from the system.

Delete Non-audit CAS Records

The roles that may Delete the CAS Record and is managed by span of control:

  • AT-AT – Region/HQ Monitor

Search for a record via the Search CAS Record navigation menu option. Open a record by clicking the CAS Record ID hyperlink. Click the Delete Record button.

  • Transfer Record (Button displays when a Monitor, Region/HQ Monitor, or CO views a record and the record's Contracting Officer DoDAAC falls within their span of control)
  • Assign to Me (Button displays when a Monitor or Region/HQ Monitor views a record (including subrecords) and the record's Contracting Officer DoDAAC falls within their span of control
  • Delete Record (Button displays when a Region/HQ Monitor views a record (including subrecords) and the record's Contracting Officer DoDAAC falls within their span of control)
  • Delete Form 1 (Button displays when a Region/HQ Monitor views a Form 1 record and the record's Contracting Officer DoDAAC falls within their span of control)
  • Transfer Form 1 (Button displays when a Monitor, Region/HQ Monitor, or CO views a Form 1 record and the record's Contracting Officer DoDAAC falls within their span of control)
